A Glimpse at What's Ahead

On the tail end of some productive trips to wrap up the year, I’ve had a chance to look at what’s coming for CRE. In today’s vlog I discuss what is top of mind from Toronto to New York: sustainability, decarbonization, and building performance as a whole. Reflecting on a year of growth, there is the reminder that we still have challenges ahead, here at BOMA International, we want to continue preparing our community for those challenges.

Meeting with the Chamber of Commerce Committee of 100 calls to mind the fact that Congress is now split. Of course, we were able to get the infrastructure bill passed with bipartisan discussion, so we have hope for the future ahead that we can continue to advocate on Capitol Hill for the industry. As we look ahead for next year, don’t forget to check in on the BOMA International calendar of events for information on our can’t-miss conferences. All that said, Happy Holidays and enjoy the end of the year, lots of work to do going into 2023.

On December 7th, 2022, beginning at 11:00 am, the Board of Supervisors will hear and vote on the following options related to public safety; building a new legally compliant jail facility, releasing up to 1,000 convicted felons on programs deemed “alternatives to incarceration” to be legally compliant, or a combination of the two.

As you can conclude, releasing half the jail population and not building a new jail facility can impact public safety dramatically.Your Sheriff’s Department will be there to urge the Board of Supervisors to build a new facility that would include enough bed space to meet the expected population growth of Sacramento County.

Here’s what you can do:

1.Show up and take a seat to show support (support the presenters supporting a new facility)

2.Show up and make a brief statement to show your support (no more than 2 minutes and can be as brief as your name and support position)

3.Call in and make a brief statement to show your support (916-875-2500)

4.Call your Board of Supervisors before December 7thto urge their vote on building a new facility.

JLL: Recent Trends Bode Well for Commercial Real Estate

The commercial real estate sector might be in a better position than previous predictions reflect if the economy maintains the buoyancy displayed early in the fourth quarter of 2022. JLL noted in an economic snapshot it released December 1 that there are reasons for optimism based on encouraging data during the last two weeks related to a producer inflation slowdown, firm footing of retail sales as the holiday shopping season moves forward and durable goods orders exceeding expectations in October. In addition, inflation is easing faster than expected on a month-over-month and year-over-year basis, it said. But JLL, which in November confirmed its own job cuts this year, also said the Federal Reserve Board “continues to see housing inflation as a key part of the inflation puzzle that needs to be solved.”

Electrification of Heat Talks Spreading

In the next three to five years, more U.S. jurisdictions will be enforcing natural gas bans and more building projects will require electrified heat, a Trane Technologies applications engineer warns. This is a key part of the decarbonization effort unfolding globally. Building owners, companies and property managers will continue to face pressure from various fronts to report emissions, set sustainability goals, and take transparent and measurable action to stem carbon and greenhouse gas emissions. For building owners in the commercial real estate industry, this means new and different types of air conditioning equipment will be required in new buildings. There isn’t a comprehensive federal strategy in the U.S. to address carbon reduction. But such mandates have already gained a foothold in regions including California, Oregon, Washington state, Massachusetts and New York City. More details are here.

Can New Spaces Trump Remote Work and Often Empty Offices?

The evolution of the modern, hybrid workplace is still relatively new so it’s too soon to say for sure what success looks like. But various building owners, designers and landscapers are swinging for the fences. Two new examples are One South, a 40-story building in Charlotte, North Carolina, and RiverSouth, a 15-story office tower in Austin, Texas. The tower includes a bike valet, among other amenities, and with a nod toward work-life balance it’s located near parks, trails and waterfront break areas in the Lone Star State’s vibrant capital. At One South, the property owners transformed the third floor into roughly 23,000 square feet of bragging rights that include a spacious lounge, a full-service cafe that transitions into a bar for happy hours, and a sports simulator room. Even before the pandemic, some employers were moving in this direction with lactation rooms, onsite gyms and spaces to pray or meditate. But cocktail lounges and innovative technology are taking things to a higher level, creating spaces that serve as destinations for local and remote work teams to connect. Read more here.

A senior vice president of operations and sustainability for a realty trust company says he has noticed a green lease "revolution" during the last six or seven years, as tenants develop their own environmental, social and governance (ESG) goals and demand as much or more from managers and owners. All sides seem willing to listen, he explains, because they can’t continue under an antiquated way of thinking where occupants aren’t “allowed” to touch the thermostat or turn off the lights. As interest rates continue to rise and predictions about an impending recession grow stronger, U.S. building owners and property managers are bracing for a likely economic downturn in 2023. Commercial brokerage behemoth CBRE announced in late October that its head-count reductions are the major component of a $400 million cost-cutback plan. A few weeks later, JLL confirmed it would trim its staff by a small percentage. Prepare to play hardball when your property and casualty insurance policy comes up for renewal. The growing number of weather-related disasters, from hail to hurricanes to floods, along with construction exclusions, are forcing insurance carriers to slash property and casualty coverage drastically and raise policy costs, from deductibles to premiums. But two experts have advice for commercial building owners and managers: Be aggressive, prepared, willing to negotiate and transparent with your data. What not to do, they say, is to wait for policy renewal negotiations to begin. Insurance companies are “way ahead” of the commercial real estate profession, they said. But you don’t have to accept what the insurance markets are offering you.

Office Space Evolution Continues

Entering 2022, occupied square feet in U.S. office buildings was 126 million less than it was during pre-pandemic levels, and net absorption has been moderate since. But there is reason for hope, according to a new Marcus & Millichap report. Local and regional organizations increasingly are attracting tenants, researchers said, because offices can still provide critical infrastructure, a secure place to store sensitive information, hubs for team collaboration and training. The report also noted, however, that since the pandemic suburban properties have proved more resilient than their counterparts in central business districts (CBDs). This gradual shift to the suburbs by some entities is being fueled by millennials, many of whom are increasingly seeking more space and homeownership. It added that a growing number of tenants with mid- and low-tier leases in CBDs are terminating those leases when they’re up for renewal. They’re heading for the hills to boost staff retention and lower overhead costs. Read more here.

And, perhaps surprisingly, a majority of both workers and managers agree that 3 to 4 days in the office is optimal. All this consensus leads us to the next step, which is joining together as an industry and reimagining our spaces. After two-plus years of adjusting to the havoc wreaked by COVID-19, it isn’t business as usual for most anyone, including commercial real estate and the tenants it houses. But the just-released 2022 BOMA International COVID-19 Commercial Real Estate Impact Study reflects reason for optimism. The survey results, gathered from some 1,200 tenant decision-makers, suggest a time of transition and reinvention for building owners, property managers, tenants and their employees. While survey respondents acknowledged that the relationship between tenant and property manager is undergoing a noticeable transition, most said lease renewals are close to pre-pandemic levels. But many also said they plan to renew their leases for shorter terms. The study also noted that more tenants are seeking amenities to entice remote workers to return to the office. But most surprising is that employers and employees are more alike in their in-office work preferences than conventional wisdom might indicate. I’m just returning from my trip to Prince Edward Island for BOMA Canada’s 2022 BOMEX Conference, which featured great programming with a real focus on sustainability, resilience and reinventing office buildings and the cities around them. This idea of reinvention, which we also explored in our latest Deep Dive, is truly top of mind globally, including in South Africa, where I’ll be visiting next week for SAPOA’s annual convention. In today’s vlog, I share some insights about how the commercial real estate industry around the world is embracing this time of change.

Stay tuned for the findings from our third BOMA International COVID-19 Commercial Real Estate Impact Study, which will be released in a few weeks. At the end of the day, our research shows that tenants largely want to come back to the office, but we need to figure out new ways to make the office work for them.

Together, they would be the largest proposed property tax increase in L.A.’s history. ULA and SP will drive up the cost of everything we buy and use – from housing to groceries, from gas to daycare – costs for renters and small businesses would climb by at least 6% a year. And make no mistake, ULA and SP will increase property taxes for L.A. renters, homeowners, and small businesses — dismantling decades of Prop 13 protections!

With inflation raging at 9% a year, we should not raise any property taxes that make it more expensive to live or work in L.A.!

Employee fear of being exposed to COVID-19 at work could stall employers’ current return-to-office efforts, a new Gallup poll suggests. One third, or 33%, of employees polled said they are “very” or “moderately” concerned about exposure, compared with the 36% who said this in November 2021. Gallup’s quarterly COVID-19 tracking poll was conducted July 26 through August 2, 2022. More than 3,600 adults were polled, including 1,274 workers. Employees worried the most about exposure to COVID-19 were women (41%), as compared to only 26% of men. A rise in COVID-19 infection rates this fall could boost remote employees’ resolve not to return to the office just yet, Gallup said, and influence some office workers to return to working from home. Read a full summary of the results.
